Reinventing Homeland Security Through Emerging Technologies

Secy., Internal Security, MHA ASSOCHAM Conducted a National Conference on Homeland Security Finding comprehensive solutions along with the private sector for homeland security, that also serves as a force multiplier, is a crucial concept for Aatmanirbhar and Surakshit Bharat,” stated VSK Kaumudi, IPS (Retd.), Former Secretary (Security), Cab. Sectt., & Spl. Secy., Ministry of Home Affairs, Government of India, at the national conference on ‘Homeland Security: Public-Private Partnership for Managing New Age Challenges.’ The conference was organized by the apex industry body, Associated Chambers of Commerce and Industry of India (ASSOCHAM). In order to protect against criminal activities, terrorism, and other threats to the country, Mr. Kaumudi underlined the significance of advanced security systems. He spoke about the nexus between inimical elements abroad and local terrorists and criminal gangs that affects the well-being of Indian citizens along the borders as well as in the heartland. The Indian government has been encouraging startups and private parties for developing sophisticated technology for weapons and security equipment, skill development of security personnel, and in cyber security through private-public partnership. According to Mr. Kaumudi, India needs private-public partnership to foster the development of start-ups and to adopt the best available technology for robust security architecture. Sanjay Agrawal, Dy Director General (Disaster Management) at the Ministry of Communications of the Government of India, highlighted the importance of establishing a public-private partnership model to enlist industrial partners for commercial use of the network while taking into account geographical areas and designing communication models for nationwide homeland security. He further emphasized the need to utilize modern technologies in tandem with an integrated communication system in order to enhance safety measures. Additionally, he proposed that a well-devised communication strategy is essential in worst-case scenarios. He stressed that a combination of modern technologies and an integrated communication system will bolster safety, and a well-prepared communication strategy is essential in the event of a crisis. Kunwar Vikram Singh, Chairman of the Central Association of Private Security Industry (CAPSI), underscored the responsibility of the government to protect its citizens with the collaboration of all stakeholders. He also highlighted that due to socio-economic conflicts, it is essential to come up with a plan of action to address them. According to him, private security is a major component of the sector and India has the largest security workforce of around 1 crore personnel who safeguard the nation. Jasbir Singh Solanki, CEO of Mahindra Defence System Limited’s Homeland & Cyber Security division, highlighted cyber security as the biggest challenge given the prevalence of cybercrime around the globe. He urged a shift from a trader mentality to a builder mindset and advocated for the allocation of funds towards security protection technology. Alpesh Kankariya, Partner (Homeland Security and Surveillance) at PricewaterhouseCoopers Private Limited (PwC), emphasized the fundamentals of homeland security, which encompasses counter-terrorism initiatives, security from natural disasters and public health hazards, as well as national security from external adversaries. In his closing remarks, Anil Dhawan, Co-Chairman of ASSOCHAM’s National Council on Homeland Security & Disaster Management and MD of DB Secure Solutions Pvt Ltd., offered an insight into home-grown security solutions through the Public-Private Partnership model, as well as increased investment in research and development to meet specific security needs. CAPSI MEETS YOGI
A delegation of Central Association of Private Security Industry (CAPSI) led by Chairman Kunwar Vikram Singh has recently met the Hon’ble Chief Minister of the state of Uttar Pradesh (UP) Yogi Adityanath Ji Maharaj, at his residence in Lucknow. They discussed the matter of security training institutes in the state and explored the opportunities. The delegation briefed the Chief Minister about the activities of the Association. Mr. Yogi informed the delegation that his government is starting extension campus of Rashtriya Raksha University (RRU) in the State. The Chief Minister said that his government is setting an extension campus of RRU for security studies especially in forensic sciences. He also assured them that more training centres for private security shall be approved soon so that training as per Private Security Agencies (Regulation) Act, 2005 (PSARA) can be imparted to all the security guards and supervisors working in the state of UP. Kunwar Vikram Singh congratulated Mr. Yogi for bringing law & order situation in the state under complete control so that businesses can invest in the state. CAPSI members also assured the Chief Minister that soon majority of security guards will be trained as per the BIS standards (Bureau of Indian Standards) which will further motivate investors about the security of their assets and people. This year Private Security Sector (PSS) has crossed the remarkable milestone of ONE CRORE security professionals making it one of the largest employment generators across the globe. It is a historic moment for the Industry in the sense private security industry generates employment for people from rural and remote areas who are generally from marginalised communities. Central Association of Private Security Industry (CAPSI) is the apex body representing the Private Security Sector, safeguarding the interest of security professionals and over 25,000 Private Security Companies operating pan India. CAPSI has organised its annual event – 17th Security Leadership Summit on 17th December 2022 at NDMC Convention Centre in New Delhi. A day-long summit took cognizance of the multiple trends impacting the development journey of the Private Security Industry and fostered informed and energetic discussions on managing these strands for the best outcomes for the industry. Personalities of national and international repute graced the event and shared their experiences and views on the topics of concern of the industry. The Minister continued that the private security sector needs to set standards and meet benchmarks which can match international standards so that they could be given the responsibility of safety and security of important installations not only in the country but also overseas. Today security is needed in all sectors, from government to industrial and residential. The security agencies need to adopt modern technologies and use artificial intelligence to upgrade their skills to meet future challenges. Giving the example of Tequila, Gen VK Singh said Mexico set up a world class laboratory and an accreditation board to develop it as a liquor of global standard. Today Tequila is one of the internationally known premium brands. Indian private security industry also needs to evolve on the same model to make its personnel meet high quality of international standards. Addressing the conference, CAPSI Chairman Kunwar Vikram Singh said that the association is formulating BIS standards for the private security industry so that private security personnel can get jobs at national and international level. Indian private security agencies will also be upgraded as per the top ISO standards to meet global requirements. Private security industry will also employ Agniveers and give them specialised training so that they can get good jobs in the industry. Mr Singh continued private security industry employs over 1 crore people making it one of the largest job-giver. He urged the Centre to make amendments in the Private Security Agencies (Regulation) Act to set up an Authority for the regulation of the sector and allow 74% FDI from the current 49% to spur growth of the sector. In the last few years, it is noticed that a praiseworthy role is being played by the former military officers, especially women in corporate security management and operations. They have ushered a new phase of military leadership in the private security domain. Being an apex body of the PSI, CAPSI honoured the professional ability of women who are holding leadership positions in security industry during the summit. Along with that, the event also witnessed the distribution of Security Leadership Awards in various other categories. Hikvision Introduces New Pro Series PTZ Cameras with ColorVu
Hikvision has announced new additions to its Pro series PTZ cameras, including the integration of ColorVu technology for the first time in this range. With ColorVu, Hikvision’s new Pro series cameras can provide consistent image brightness and full color imaging as the camera zooms in and out. This ensures crystal-clear details and vivid color for distant objects at all times and in all conditions. Revolutionary ‘ColorVu + Varifocal’ integration Traditional PTZ cameras often struggle to ensure that images remain bright and clear when they zoom in, especially in low light conditions. This is because the lens aperture gets smaller when operators increase the focal length, reducing the light entering the lens and thereby impacting the clarity of images. One way to solve this issue is to adjust the size of the aperture as the focal length changes, so that a consistent amount of light can enter the lens. With Hikvision ColorVu technology, a very large fixed aperture is used in the Pro series varifocal PTZ cameras, enabling consistent light and color imaging as the camera zooms in or out at night. The new PTZ cameras’ fixed F1.2 lens aperture allows as much as 14x more light to enter the lens compared to conventional PTZ units. This same capability also ensures vivid and full-color imaging in light conditions as low as 0.0005lux – or nearly total darkness. The result is bright and colored images, even in extremely low light conditions or at night. The camera also has a warm supplemental LED light that further illuminates the field of vision, allowing objects and events to be captured in full color within the 100-meter range. Further increasing security capabilities with AcuSense In addition to ColorVu, Hikvision Pro series cameras have also been equipped with AcuSense technology, which distinguishes between real security threats and harmless moving objects such as animals, falling leaves, and changing lights. This smart classification capability means that alarms are only triggered in the event of real security threats. In such cases, the PTZ lens follows the detected threats and sends automated alerts to home or business owners, security teams, or Alarm Receiving Centers (ARCs). The ability to detect real security threats in real time, and to reduce false alarms, means that security end users and teams can respond to security incidents quickly and effectively and minimize negative impacts. This is especially vital for protecting site perimeters, key entrances and exits, and other restricted areas.
INTERPOL General Assembly Opened by Prime Minister Narendra Modi
Prime Minister Narendra Modi has officially opened the INTERPOL General Assembly, the supreme governing body of the world’s largest international police organization. Facing unprecedented complexity in the criminal threat landscape, ministers, police chiefs and senior law enforcement officials from 166 countries will discuss how to strengthen INTERPOL’s global solutions to support national and regional security. Identifying where INTERPOL can integrate technological advancements to turn potential future threats into operational opportunities will also be discussed. Addressing delegates, Prime Minister Modi said, “There are many harmful globalized threats that the world faces: terrorism, corruption, drug trafficking, poaching and organized crime. When threats are global, the response cannot be just local. The pace of change of these dangers is faster than ever. “Over the last ninety-nine years INTERPOL has connected police globally over 195 countries. Making a safer world is a shared responsibility. When the forces of good cooperate, the forces of bad cannot operate,” added Prime Minister Modi. INTERPOL President Ahmed Naser Al-Raisi said, “As the world’s largest policing organization, it is the job of INTERPOL to make sure that all countries are supported, “Partnership and information sharing helps us to better tackle and prevent crimes. INTERPOL’s databases are the foundation that supports our work, and every country’s contribution is vital.” INTERPOL Global Crime Trend Report The four-day conference saw the launch of the first ever INTERPOL Global Crime Trend report, which draws on data and information from across the Organization’s 195 member countries to identify current and emerging threats worldwide. Among the major crime threats identified in the report, financial and cybercrimes were highlighted as being of particular concern. To address these threats, resolutions to strengthen the Organization’s collaborative response to disrupting financial crime and corruption, and encouraging greater use of INTERPOL’s International Child Sexual Exploitation database to identify and rescue victims of abuse are on the agenda. The General Assembly will also be updated on the work, and successes, of the INTERPOL Financial Crime and Anti-Corruption Centre since its creation earlier this year. Intercepting criminal proceeds In the past 10 months alone, INTERPOL’s global stop-payment mechanism, the Anti-Money Laundering Rapid Response Protocol has helped member countries recover more than USD60 million in criminal proceeds from cyber enabled fraud. INTERPOL Secretary General Jürgen Stock said, “Transnational crime is not hampered by pandemics, climate change or economic pressures; indeed the opposite is true, so the law enforcement response needs to be equally quick to respond. “The General Assembly provides the global law enforcement community with an opportunity to underline its commitment to working together against the common, global threats that face us all. “We share, we target, we connect, we act. Together. Because this is the mission.” Among the resolutions to be considered by the some 720 delegates is encouraging greater use of INTERPOL’s I-Familia database. The first of its kind, I-Familia is a global database which uses DNA from relatives for kinship matching to identify missing persons or unidentified human remains around the world.
