28th IISSM CONCLAVE 2018 On Security, Safety, Fire & Loss Prevention

IISSM for striving tirelessly towards the cause of security, safety, fire and loss prevention for last 28 years. He stressed the need for the government and private sector to work together for greater efficiency and advancement of the sector. He said that there is a need for sending out the right signal to the world regarding safety and security in India. There was a thought provoking and inspiring address to the participants by Jayant Sinha, MoS, Civil Aviation who appreciated IISSM for bringing together such a distinguished gathering from across the country as well as the world, and apprised all the participants of the latest technology being used in aviation sector which will usher it in a new era. The other ministers who addressed the conclave were Santosh Kumar Gangwar, Minister of Labour & Employment; Giriraj Singh, MoS, MSME; and Dr. Harsh Vardhan, Cabinet Minister, Ministry of Earth Sciences, Science & Technology, Environment, Forests & Climate Change. Mrs. Aruna Sundararajan, IAS, Chairman, Telecom Commission and Secretary, Dept of Telecommunications, Govt. of India, also addressed the audience. Panel discussions This year IISSM Conclave organized five panel discussions whereby the policy makers, innovators, and experts from various domains shared their views and the audience got to come across the technology aspects, their plans, and processes which are yet to come and become the integral part of their life in 3 to 5 years down the line. The topics of panel Discussions were HSSE – Sustainable Growth and Development in Healthcare, Hospitality and Retail; Social Media and Data Privacy – Opportunities and Threats in a Cyber Environment; Challenges and Opportunities in Corporate Security and Property Conservation Programmes; Security, Safety, Vigilance and Responses in a Smart City; and Road Safety – An Operational Risk and Collaborative Solutions. All panel discussion were very lucid and informative and they evinced excellent question-answer sessions, thus making them very interactive. IISSM Security and Safety Excellence Awards 2018 The much coveted awards in security/ safety sector – IISSM Security and Safety Excellence Awards 2018 were awarded to those organizations that have set an example for others to follow and contributed immensely to the sector. There was individual excellence awards for those who think out of the box, and execute it on the ground – thus contributing a great deal to the society. The awards were given by various ministers including Suresh Prabhu, K.J. Alphons, Santosh Gangawar, Jayant Sinha, Giriraj Singh, and Dr. Harsh Vardhan, after their address to the participants. Apart from these Awards, there were special awards for professionals whose contributions have been remarkable in spreading the brand IISSM in various parts of the country. Fellowship Awards 2018 Dr. Harsh Vardhan presented IISSM the Fellowship Awards in appreciation and recognition of their contribution for enhancing the standards and ethical practices in the profession of security, safety, fire prevention, introduction of technology, and to make the loss prevention as the key management practices for improvement of the profitability. In his valedictory address Dr Mahesh Sharma, Minister of State (Independent Charge), Ministry of Culture stressed the need to have frequent deliberations on such topics. He said in spite of being a minister he was an entrepreneur, and from his own experience he knew if security and safety gaps are left open, it can cause irreparable damage to the growth. He also stressed the need for preservation, maintenance and security of heritage monuments. The conclave was concluded with a vote of thanks. The participants dispersed to their places with an enriched experience and looked forward to attending the next IISSM conclave in 2019. The next IISSM Global Conclave is likely to be held in Bangalore in the month of November 2019.

National Seminar on Digital Policing

The police personnel in India need to be trained in information technology (IT), and be exposed to digital technologies to avoid getting left behind in the era of cyber policing, a top official of the Ministry of Electronics and Information Technology (MeitY) said at a recently held ASSOCHAM event in New Delhi. “The future of smart policing is cyber policing, there is no future of conventional policing. It can only be guidance but it has to be cyber policing in the future in both real and virtual worlds,” said Sanjay Goel, Joint Secretary, MeitY. Mr Goel who is heading the e-governance division in MeitY also added, “The Ministry is aware of challenges in data analytics. Recognising this, my team has set up a Centre for Data Analytics under NIC (National Informatics Centre) in Delhi itself.” Considering that there are no boundaries in cyber world, Mr Goel said that this has made policing more challenging and complex, “We are up to the challenge and our security authorities are moving ahead with times and taking the challenge head-on.” Talking about the digital initiatives of the government, he said, “So far with three governance initiatives and various electronic initiatives and digitalisation we have done, we have been able to ensure flow of information, and now we are migrating towards smart policing.” He said that latest technologies like artificial intelligence (AI), machine learning (ML), internet of things (IOTs), robotics and data analytics should be made available to the police authorities at the site of an emergency as these are the soul of smart policing which should become the new norm. Noting that these technologies are four decades old, he said, “Now with increase in computing powers and improvement in tools we have, we are able to tap it and we need to catch up with rapidly changing technology.” Amid others who addressed the ASSOCHAM seminar included – DrLovneesh Chanana, Chairman, ASSOCHAM National Council on IT/ ITeS and Vice-President (Digital Government), SAP India Pvt. The Civil Defence Raising Day 2018

The Directorate of Civil Defence, Govt. of N.C.T. of Delhi, celebrated the Civil Defence Raising Day on 6 December 2018 at Bal Bharati Public School, Parwana Road, Pitampura, New Delhi. Mrs. Tanvi Garg, IAS, Deputy Commissioner (HQs) was the Chief Guest. Other guests who graced the occasion included various DMs/ ADMs/ SDMs/ Tehsildars/ Delhi police officials/ fire officials/ local residents/ school authorities, students, civil defence volunteers, wardens, and so on. The District Magistrates were received by the Civil Defence Instructors and Senior Wardens of the respective districts with bouquets of flowers, and the Chief Guest was received by Rahul Sudan, the Senior Staff Office, Civil Defence, Delhi. During the welcome speech, Rahul Sudan gave information on the history and activities of Civil Defence in Delhi. The Chief Guest walked through the display of civil defence services like rescue, first-aid, firefighting, welfare, and so on. She also took keen interest in the photo exhibition of civil defence activities. On the onset, a demonstration on self-defence was given by the women civil defence volunteers. There was also a PT demonstration by both the men and women volunteers. Further, a mock disaster situation was created which the civil defence teams lead by Hari Om Shukla as Incident Commander and Vinay Mathur as Incharge of Warden Post demonstrated to the community members by doing fire fighting, rescuing the surface casualties through emergency methods of rescue, and rendering first aid to the injured. The methods used were Two Hands Seat, Human Crutch, ‘s,’ CPR with AED (Automated External Defibrillator), Fore and AFT, Fireman lift, and improvised methods by blankets and other available items. They displayed various rescue methods. For 1st floor casualties, methods like selfrescue with jumping sheet, fireman’s lift, sliding stretcher by one ladder by women and sliding stretcher by two ladders by men were used. The 2nd floor casualties were cleared using sliding stretcher on two parallel rope methods. The casualties of 3rd floor to 2nd floor were rescued by cage method, and those of top floor were rescued by flying fox method and self-rescue with the help of descenders from roof. All rescue methods were displayed by the trained civil defence vol unteers with precision and confidence. The audience of more than 3000 invitees and guests cheered the participants and praised their efforts in saving the lives of people trapped/ injured during disasters. “Wardens are generally knowledgeable and influential people of the locality with aptitude and inclination for public service. They are enlisted and trained to advise, help and guide the community in their areas and generally to serve as the link between the people and the authorities.” – Dr. Iqbal Singh Jagdeva Senior Chief Warden, Delhi East District The Chief Guest distributed the President’s Meritorious medals to Ms. Neelam Kataria, Addl. Chief Warden (lady) South West District, and DGCD DISC (MHA) to Vijay J.V. Thental, Dy. C.W., North District and Ms. Archana, Group Leader, North District. She also handed over the certificates and medals to the winners and runner-up of inter district professional and sports competitions. On the occasion, a Civil Defence Corps, Delhi (CDCD) Android Mobile App was launched by the Chief Guest which disseminates information on civil defence, disaster management and women safety. The App provides direct calling facilities for emergency numbers, hospitals, civil defence wardens/ offices etc. Mrs. Garg acknowledged the ‘Nishkal Sewa’ spirit of the civil defence volunteers who performed various duties from time to time. She motivated the civil defence wardens/ volunteers to encourage more and more citizens to join Civil Defence and get them trained so that any kind of disaster can be dealt in effective manner. She asked them to continue working with zeal, enthusiasm and devotion in the service to the nation. The Chief Guest also administered the ‘Environment Pledge’ to all present for planting more trees. Civil Defence Organization is a second line of defence and a social/ welfare service agency during war-time and emergencies that provides relief to the affected persons/ areas in calamities and disasters, and during major accidents, communal upheaval etc., in peace time. The aims and objectives of Civil Defence are to protect human life and property, to maintain continuity of production, and to keep up the morale of public in general. In peace time during disasters, terrorist activities, calamities and the likes, Civil Defence Corps provide rescue service, house fire parties, first aid, communication, welfare measure, relief work, transport, training and mobilization of the local help etc. They also perform numerous other social and welfare activities. Civil Defence’s demonstrations are held in various localities to educate and motivate members of public in Civil Defence measures. First Aid posts are established on various occasions during national festivals such as Republic Day, Independence Day, Haj Centres, religious gatherings etc. Blood donations camps are also organized by the Civil Defence corps from time to time.
