National security is no longer defined solely by guarding borders or responding to conventional military threats. In today’s interconnected world, the security of a nation extends far beyond its frontiers, encompassing critical infrastructure, cyber resilience, trusted technologies, economic stability, disaster preparedness and the protection of citizens against an increasingly complex spectrum of hybrid threats. As India advances towards its vision of Viksit Bharat 2047, safeguarding this transformation has become as important as achieving it.

The geopolitical landscape is evolving at an unprecedented pace. Terrorism continues to adapt through technology and decentralised networks. Cyberattacks, disinformation campaigns, organised crime, drone intrusions and attacks on critical infrastructure have emerged as defining challenges of modern homeland security. At the same time, rapid urbanisation, smart cities, expanding transportation networks and increasing digital dependence have significantly widened the nation’s security responsibilities.

Recent fire tragedies, infrastructure failures and technological disruptions have further highlighted an uncomfortable reality – that security cannot be treated as a regulatory formality or an afterthought. It must be embedded into planning, governance, technology adoption and public policy from the very beginning. Building resilience today demands a comprehensive approach that integrates government institutions, law enforcement agencies, technology developers, private security professionals, industry and civil society into a cohesive national security ecosystem.

Few professionals understand this evolving landscape better than Dr. Vikram Singh, former Director General of Police, Uttar Pradesh, one of India’s most respected homeland security experts and a distinguished voice on policing reforms, intelligence, counter-terrorism and internal security. India’s security landscape is undergoing a profound transformation. From terrorism and cyber warfare to AI-driven misinformation and critical infrastructure threats, how would you assess the present state of India’s homeland security?

India’s homeland security architecture has undergone a remarkable transformation over the past decade. Our response mechanisms, intelligence capabilities, inter-agency coordination and technological adoption have improved significantly. The country today is far better prepared than it was earlier to deal with conventional security threats.

However, security challenges themselves have evolved. Terrorism is no longer confined to organised groups operating across borders. Today, we face hybrid threats that combine cyberattacks, misinformation campaigns, drone-based intrusions, economic disruption and attacks on critical infrastructure. Artificial Intelligence has become both a powerful security tool and a potential threat multiplier, capable of spreading misinformation, influencing public opinion and enabling more sophisticated cybercrime.

Another important dimension is the protection of critical infrastructure. Airports, ports, transportation networks, power grids, communication systems, financial institutions and digital platforms have become strategic national assets. Their security cannot rely solely on conventional policing; it demands advanced technology, continuous surveillance, intelligence-led operations and robust coordination among government agencies and private stakeholders.

One encouraging development is that India has recognised these emerging realities and is investing in modernisation, indigenous technologies and institutional reforms. But security is never a destination – it is a continuous process of adaptation. Threats evolve every day, and our preparedness must evolve even faster.

Ultimately, homeland security is not merely the responsibility of the police or security agencies. It requires a whole-of-nation approach, where government, industry, technology providers, the private security sector and citizens work together to build a resilient and secure India.

The nature of conflict is rapidly shifting from conventional warfare to hybrid threats. Which emerging risks should concern India the most over the coming decade, and are we adequately prepared to counter them?

The biggest challenge is that the nature of threats is changing much faster than traditional security systems. Future conflicts are unlikely to be fought only along our borders. They will increasingly target our economy, digital infrastructure, public confidence and critical services through cyberattacks, misinformation, drone technology, organised crime and other non-conventional means.

Cybersecurity is one of the most pressing concerns. As governance, banking, transportation, healthcare and public services become increasingly digital, any disruption can have consequences far beyond the immediate target. At the same time, Artificial Intelligence presents both opportunities and risks. While it can significantly enhance surveillance, intelligence analysis and predictive policing, it can also be exploited to spread misinformation, manipulate public perception and facilitate sophisticated cyberattacks.

Another area that demands urgent attention is the protection of critical infrastructure. Airports, ports, power grids, communication networks and transportation systems are no longer merely public assets – they are strategic national assets whose disruption can affect national security and economic stability.

India has made significant progress in strengthening its homeland security framework, but preparedness must remain a continuous process. Technology, intelligence, inter-agency coordination and regular capacity building must evolve in tandem with the threat landscape. We cannot afford to prepare for the last attack; we must anticipate the next one.

The future of homeland security will depend not only on stronger institutions but also on closer collaboration between government, law enforcement, technology companies, the private security industry and informed citizens. Security in the coming decade will be defined by preparedness, resilience and the ability to respond faster than the threat itself.

As someone who has witnessed India’s policing and internal security evolution over several decades, do you believe our institutions are keeping pace with technological and geopolitical changes? Where do the biggest gaps still remain?

There is no doubt that India’s policing and internal security institutions have evolved considerably. The adoption of digital technologies, integrated command and control systems, improved intelligence gathering and better inter-agency coordination have strengthened our overall security framework. The mindset has changed, and there is far greater recognition today that technology is an indispensable force multiplier.

However, technology by itself is not the solution. Institutions must evolve along with technology. Modern equipment is effective only when supported by well-trained personnel, clear operating procedures and seamless coordination among different agencies. The speed at which threats are evolving demands an equally agile institutional response.

One of the biggest challenges continues to be the gap between policy and implementation. Uniform adoption of best practices, continuous capacity building, timely modernisation and stronger coordination across central, state and local agencies remain critical. We must also invest more in specialised skills, cyber capabilities, data analytics and emerging technologies to ensure that our security personnel remain ahead of evolving threats.

Security is ultimately about preparedness. Institutions cannot remain static while threats continue to change. They must continuously learn, adapt and innovate if they are to effectively safeguard the nation in an increasingly complex security environment.

Artificial Intelligence, predictive analytics, drones, robotics and intelligent surveillance are redefining modern security. Which of these technologies do you believe will have the greatest impact on homeland security in India?

All these technologies will play an important role because the future of homeland security lies in intelligent integration rather than isolated solutions. Artificial Intelligence has the potential to transform surveillance, predictive policing, intelligence analysis and decision-making by enabling security agencies to identify patterns, detect anomalies and respond more quickly to emerging threats.

Similarly, drones and counter-drone technologies are becoming increasingly important for border management, critical infrastructure protection, disaster response and law enforcement. Predictive analytics can help security agencies anticipate criminal activity and allocate resources more effectively, while robotics can reduce risks in hazardous operations such as bomb disposal and disaster management.

However, technology should always be viewed as a force multiplier, not a substitute for human judgement. The effectiveness of these systems depends on the quality of intelligence, trained manpower, sound operational procedures and responsible use. Without these, even the most advanced technologies cannot deliver the desired outcomes.

India has made encouraging progress in adopting modern security technologies. The next step should be to develop trusted, indigenous and interoperable solutions that are backed by continuous training and supported by strong legal and ethical frameworks. Technology will undoubtedly shape the future of homeland security, but it must always remain an instrument that strengthens human capability rather than replacing it.

Technology is becoming a force multiplier for law enforcement, but it also creates new vulnerabilities. How should India balance innovation, cybersecurity, privacy and legal accountability while embracing smart security systems?

Technology is indispensable to modern policing and homeland security, but its adoption must always be accompanied by responsibility and accountability. As security agencies increasingly rely on Artificial Intelligence, surveillance systems and digital platforms, equal attention must be paid to cybersecurity, data protection and the legal frameworks that govern their use.

Innovation should never come at the cost of public trust. Citizens must have confidence that security technologies are being deployed for legitimate purposes, with appropriate safeguards to prevent misuse. Clear policies, transparent operating procedures and robust oversight are essential to ensure that technological capabilities are exercised responsibly and within the framework of the law.

Cybersecurity is equally critical. As security systems become more connected, they themselves can become targets of cyberattacks. Protecting sensitive data, securing communication networks and ensuring the integrity of digital infrastructure must therefore remain a national priority.

The objective should not be to choose between innovation and privacy, but to create a balanced ecosystem where technology enhances security while respecting constitutional values, legal accountability and individual rights. That is how India can confidently embrace smart security systems while maintaining public confidence and institutional credibility.

Recent fire tragedies across hospitals, industrial facilities and commercial buildings have exposed serious shortcomings. In your opinion, do these incidents reflect failures of technology, enforcement, governance or organisational culture?

I n most cases, the problem is not the absence of technology – it is the failure to implement and sustain it effectively. India today has access to world-class fire detection, alarm and suppression systems. Yet, we continue to witness tragic incidents because safety norms are ignored, maintenance is neglected and compliance often becomes a mere paperwork exercise rather than a genuine commitment to protecting lives.

These incidents expose weaknesses at multiple levels. There are shortcomings in enforcement, gaps in governance, and perhaps most importantly, a culture where safety is often treated as a regulatory obligation instead of an organisational responsibility. Illegal alterations, blocked emergency exits, overloaded electrical systems, poor maintenance and the lack of regular fire audits continue to put lives at unnecessary risk.

Accountability is equally important. Safety cannot end with obtaining approvals at the time of construction. It requires continuous inspection, periodic testing, emergency preparedness and strict action against violations. Every stakeholder – owners, developers, regulatory authorities and occupants – must recognise that compliance is a continuous process, not a one-time certification.

Can AI-enabled fire detection, smart building management systems, integrated command centres and real-time emergency communication significantly reduce such disasters? What should be India’s roadmap?

Absolutely. These technologies have the potential to transform fire safety from a reactive exercise into a proactive and preventive system. AI-enabled sensors can detect smoke, heat anomalies and hazardous conditions at a very early stage. Smart building management systems can automatically trigger alarms, activate suppression systems, unlock emergency exits, isolate affected areas and immediately alert emergency responders, thereby saving precious time.

Integrated Command and Control Centres further strengthen emergency response by providing a real-time operational picture. They enable seamless coordination between the fire service, police, medical teams and disaster management authorities, ensuring that decisions are taken quickly and resources are deployed efficiently.

However, technology alone cannot guarantee safety. It must be supported by regular maintenance, periodic testing, trained personnel, emergency drills and strict compliance with fire safety standards. A sophisticated system that is poorly maintained or ignored during routine operations is no better than having no system at all.

India’s roadmap should therefore focus on creating an integrated fire safety ecosystem. This includes adopting intelligent detection and response technologies, mandating periodic third-party safety audits, strengthening enforcement, ensuring interoperability between emergency agencies and promoting indigenous innovations suited to Indian conditions. Most importantly, fire safety should be incorporated at the planning and design stage of every infrastructure project rather than being treated as a post-construction compliance requirement.

Technology provides the capability, but preparedness, accountability and a culture of safety determine the outcome. That is the direction India must pursue if it wishes to significantly reduce fire-related tragedies.

Many Indian cities continue to grapple with ageing buildings, unauthorized constructions and densely populated commercial clusters that were developed with little regard for fire and life safety norms. While redevelopment and demolition are often suggested as solutions, they can be socially and economically disruptive. How can India address this legacy challenge? Is there a practical roadmap for retrofitting, risk mitigation and phased compliance without causing widespread hardship to citizens who invested in these properties in good faith?

This is one of the most complex urban safety challenges confronting India today, and there is no single solution. While certain structures that pose an immediate and irreparable threat to public safety may require demolition, it would neither be practical nor socially responsible to view demolition as the universal answer.

A scientific risk-based approach is essential. Every building should first undergo a professional structural and fire safety assessment to identify the level of risk. Wherever technically feasible, priority should be given to retrofitting existing buildings with modern fire detection and suppression systems, emergency exits, smoke management solutions and other life safety measures. In many cases, these improvements can substantially reduce risk without displacing occupants.

Equally important is strict accountability. Citizens who purchased homes or commercial properties in good faith should not become the sole victims of regulatory failures or corrupt practices. Responsibility must also extend to developers, approving authorities and all those who permitted unsafe construction in violation of established norms. Future violations, however, must be dealt with firmly so that the mistakes of the past are not repeated.

India should therefore adopt a phased compliance framework, prioritising high-risk occupancies such as hospitals, schools, commercial complexes and high-rise buildings. This should be supported by periodic third-party safety audits, realistic compliance timelines, financial incentives for safety upgrades and sustained public awareness. The objective must be to enhance safety without creating unnecessary hardship for law-abiding citizens.

Urban safety is ultimately a matter of planning, governance and collective responsibility. We cannot change the past, but we can certainly prevent similar mistakes in the future by ensuring that safety becomes an integral part of urban development rather than an afterthought.

With connected vehicles and electric mobility becoming mainstream, software increasingly controls critical vehicle functions. Could remote access or malicious cyber manipulation of vehicles emerge as a future homeland security challenge? What is the way forward?

Absolutely. As vehicles become more connected, they also become more vulnerable to cyber threats. What was once a purely mechanical system is now a digital platform controlled by software, sensors and communication networks. If these systems are compromised, the consequences could extend beyond individual safety to public security and critical infrastructure.

The risk is not limited to isolated cybercrime. In the future, coordinated cyberattacks targeting connected vehicles, public transport or logistics networks could disrupt essential services, create public panic or even be exploited by hostile actors. As mobility becomes smarter, cybersecurity must become an integral part of transportation security.

The way forward is to adopt ‘security by design’ rather than treating cybersecurity as an afterthought. Vehicle manufacturers, software developers and regulators must work together to ensure robust encryption, secure software updates, continuous vulnerability assessments and compliance with cybersecurity standards. At the same time, specialised capabilities must be developed within law enforcement and cyber agencies to detect, investigate and respond to emerging automotive cyber threats.

Technology will continue to transform mobility, but every technological advancement must be accompanied by equally strong safeguards. The future of smart mobility will depend not only on innovation but also on trust, resilience and cybersecurity.

India’s private security industry today employs several million personnel and protects airports, ports, metros, industries, financial institutions and critical infrastructure. Has the industry evolved into a strategic pillar of homeland security?

Without doubt, the private security industry has become an important component of India’s homeland security framework. Given the scale of our critical infrastructure and economic assets, it is neither practical nor necessary for government agencies alone to shoulder every security responsibility. The private sector today complements the efforts of the police and other security agencies by protecting vital installations, supporting access control, surveillance and emergency response.

The industry has matured considerably over the years, but its future role must extend beyond traditional guarding services. Greater emphasis should be placed on technology integration, specialised training, risk assessment, cybersecurity awareness and adherence to uniform professional standards. This will enhance both capability and credibility.

Going forward, closer coordination between government and the private security industry is essential. With appropriate regulation, continuous skill development and the adoption of advanced technologies, the sector can play an even more significant role in strengthening India’s homeland security while contributing to economic resilience.

Despite its enormous presence, private security often remains outside mainstream national security planning. How can greater integration between police, intelligence agencies and private security improve India’s overall security preparedness?

The private security industry represents one of the country’s largest security resources and should be viewed as a strategic partner rather than merely a service provider. Security today is a shared responsibility, and closer coordination between government agencies and private security can significantly strengthen national preparedness.

This integration does not mean overlapping responsibilities, but better coordination, information sharing, joint training and common operating procedures, particularly for protecting critical infrastructure, responding to emergencies and managing disasters. Private security personnel are often the first responders at airports, industrial facilities, commercial complexes and other sensitive installations. Their ability to identify and report threats promptly can greatly enhance preventive security.

To achieve this, we need stronger institutional mechanisms, standardised training, regular interaction with law enforcement agencies and greater use of technology-enabled communication platforms. Building mutual trust and clearly defining roles will enable both public and private security agencies to complement each other’s strengths.

A resilient homeland security framework is built on collaboration. The closer the partnership between government and private security, the stronger India’s overall security architecture will become.

Do you believe the present PSARA framework adequately prepares private security personnel for emerging challenges such as cybercrime, drone threats, AI-enabled surveillance and critical infrastructure protection? What reforms are urgently required?

PSARA has played an important role in bringing structure and regulation to India’s private security industry. However, the threat landscape has evolved significantly, and the framework must evolve with it. Today’s security personnel are expected to operate in technology-enabled environments where cyber awareness, intelligent surveillance, drone detection and critical infrastructure protection are becoming everyday responsibilities.

The emphasis should now move beyond basic guarding skills to continuous professional development. Training curricula should incorporate cybersecurity awareness, AI-enabled surveillance systems, emergency response, disaster management, critical infrastructure protection and the use of modern security technologies. Equally important is periodic certification to ensure that skills remain relevant as threats continue to evolve.

Closer collaboration between government, industry and training institutions will also be essential. A modernised PSARA framework should encourage higher professional standards, greater technology adoption and specialised training for different sectors.

The objective should be simple – to build a private security workforce that is professionally trained, technologically competent and fully prepared to complement India’s evolving homeland security architecture.

India is aspiring to become a global manufacturing and technology hub. What policy initiatives would help Indian private security companies become globally competitive while maintaining the highest professional standards?

I ndia has the talent, experience and industrial capability to emerge as a global leader in the security sector. However, global competitiveness cannot be built on cost alone; it must be founded on quality, innovation and professionalism.

The Government should encourage indigenous research and development, promote advanced security technologies and align Indian products and services with internationally accepted standards. Policies that support innovation, skill development, certification and exports will enable Indian companies to compete confidently in global markets.

Equally important is investing in human capital. Security professionals must receive continuous training in emerging technologies, risk management and international best practices. A highly skilled workforce, backed by reliable products and ethical business practices, will strengthen India’s reputation as a trusted security partner.

Ultimately, India’s objective should be not only to manufacture security products, but to deliver world-class security solutions. When quality, professionalism and innovation become the industry’s defining strengths, Indian companies will naturally earn both domestic confidence and international recognition.

While the ‘Make in India’ initiative has strengthened domestic manufacturing, many observers believe that parts of the security technology sector still rely heavily on imported components and final assembly. From a strategic and homeland security perspective, how successful has India been in achieving genuine technological self-reliance, and what should be the priorities for the next phase of indigenous innovation and manufacturing?

‘ Make in India’ has undoubtedly strengthened India’s manufacturing ecosystem and reduced our dependence in several sectors. However, from a homeland security perspective, true self-reliance cannot be measured by assembly alone. Strategic technologies must increasingly be designed, developed and manufactured within the country.

Critical security infrastructure depends on trusted technologies. Excessive dependence on imported hardware, software or core components can create long-term vulnerabilities, particularly in sectors such as surveillance, communications, cybersecurity and critical infrastructure protection. Reducing these dependencies should be a national priority.

The next phase should therefore focus on indigenous research and development, advanced electronics, secure software, semiconductor capabilities and innovation-driven manufacturing. Equally important is creating globally competitive products that meet the highest standards of quality, reliability and cybersecurity.

India has made significant progress, but technological self-reliance is a continuous journey. Our objective should be to build an ecosystem where Indian innovation powers Indian security, while enabling our technology companies to compete confidently in global markets.

India’s drive towards trusted security technologies has gathered momentum through initiatives such as the BIS Essential Requirements (ER) and STQC security evaluation framework. At a time when much of the security ecosystem continues to depend on foreign technologies and global supply chains, how do you assess the strategic importance of these regulations? What should government and industry do together to ensure they strengthen national security while enabling innovation, ease of doing business and global competitiveness?

The objective behind these initiatives is both timely and strategically important. As security technologies become integral to critical infrastructure and national security, India must have greater confidence in the reliability, integrity and cybersecurity of the products deployed across the country. Trusted technologies are no longer merely a commercial requirement – they are a national security imperative.

At the same time, we must recognise that the industry is in a phase of transition and continues to depend on global supply chains and specialised technologies. The implementation of these regulations should therefore be predictable, transparent and supported by adequate testing infrastructure and realistic timelines, enabling industry to adapt without disrupting ongoing projects or innovation.

Government and industry must work as partners. The Government should provide clear regulatory guidance, strengthen certification capabilities and encourage indigenous innovation, while industry should invest in research, product quality, cybersecurity and compliance with globally accepted standards.

The ultimate objective should be to build a trusted, competitive and innovation-driven security ecosystem that protects national interests while encouraging investment, technological advancement and ease of doing business. Security and economic growth should reinforce each other, not compete with each other.

There are concerns in some quarters that the transition to BIS ER and STQC-compliant systems could temporarily affect the operational readiness of existing surveillance infrastructure where upgrades or replacements are delayed. From a homeland security perspective, how should such transitions be planned so that public safety and critical monitoring capabilities are not compromised?

The objective of strengthening security through trusted technologies is absolutely correct. However, any regulatory transition must be planned in a manner that ensures there is no compromise in operational readiness or public safety. Surveillance systems protecting critical infrastructure, public spaces and essential services cannot be allowed to become ineffective during the transition.

The implementation should therefore be phased, well-coordinated and risk-based. High-priority installations should receive immediate attention, while existing systems that continue to operate securely should be managed through clearly defined transition plans until compliant replacements are available. The focus should always be on maintaining uninterrupted security coverage.

Close coordination between government, regulators, manufacturers, system integrators and end users is essential. Clear implementation timelines, adequate testing and certification capacity, and practical guidance will help ensure a smooth migration while avoiding disruption to essential security operations.

Ultimately, the goal should be to strengthen national security without creating avoidable security gaps. A well-planned transition can achieve both – enhancing trust in security technologies while ensuring that critical surveillance capabilities remain fully operational throughout the process.

If you were advising the Government of India today, what would be your top three strategic policy recommendations for strengthening India’s homeland security ecosystem over the next five years?

My first recommendation would be to accelerate technology-led modernisation across the entire homeland security ecosystem. Artificial Intelligence, predictive analytics, intelligent surveillance, cybersecurity, drone and counter-drone capabilities, and integrated command and control systems must become integral to policing and critical infrastructure protection. However, technology must always be accompanied by continuous training and institutional capacity building.

Secondly, India should strengthen inter-agency coordination and intelligence integration. Homeland security today requires seamless collaboration between the police, intelligence agencies, disaster management authorities, armed forces, private security and technology providers. Information sharing, joint preparedness and coordinated response mechanisms are essential to deal with increasingly complex hybrid threats.

Finally, we must build a culture of prevention, compliance and accountability. Whether it is fire safety, cyber resilience, urban planning or critical infrastructure protection, security cannot remain a reactive exercise. Stronger enforcement of safety standards, regular audits, professional training and clearly defined accountability at every level are essential to reducing vulnerabilities before they become disasters.

India has made remarkable progress in strengthening its security framework. The next phase should focus on making our institutions more agile, technology-driven and resilient, so that they remain prepared for the evolving challenges of the future.

Beyond Government reforms, what three strategic changes should India’s private security industry – including technology manufacturers, system integrators and guarding agencies – implement to strengthen professionalism, innovation and operational excellence, enabling it to become a preferred partner for Government projects and internationally benchmarked security programmes?

First, the industry must make professionalism and continuous skill development its highest priority. Security personnel should be trained not only in guarding duties but also in emerging areas such as AI-enabled surveillance, cybersecurity awareness, drone detection, emergency response and critical infrastructure protection. A highly skilled workforce is the foundation of credibility.

Second, the industry should embrace innovation and quality. Manufacturers, system integrators and service providers must invest in indigenous research, trusted technologies and internationally accepted quality standards. Competing on price alone is not sustainable; long-term success will depend on reliability, performance and continuous innovation.

Third, the industry must strengthen its partnership with Government and law enforcement agencies. Regular interaction, joint training, information sharing and adherence to the highest ethical and professional standards will build trust and position private security as a strategic partner in India’s homeland security framework.

India’s private security industry has already demonstrated its scale and capability. The next milestone is to become globally respected for its professionalism, technological excellence and unwavering commitment to quality and national security.

Finally, looking ahead to 2035, what is your vision of a technologically resilient, secure and globally respected India? What message would you like to leave for policymakers, security professionals and the private security industry?

I am optimistic about India’s future. We have the talent, institutional strength and technological capability to emerge as one of the world’s most secure and resilient nations. By 2035, I envision an India where technology, intelligence and skilled human resources work seamlessly together to create a proactive, responsive and citizen-centric homeland security ecosystem.
