NIST Risk Management Framework Aims to Improve Trustworthiness of Artificial Intelligence

New guidance seeks to cultivate trust in AI technologies and promote AI innovation while mitigating risk The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) has released its Artificial Intelligence Risk Management Framework (AI RMF 1.0), a guidance document for voluntary use by organizations designing, developing, deploying or using AI systems to help manage the many risks of AI technologies. The AI RMF follows a direction from Congress for NIST to develop the framework and was produced in close collaboration with the private and public sectors. It is intended to adapt to the AI landscape as technologies continue to develop, and to be used by organizations in varying degrees and capacities so that society can benefit from AI technologies while also being protected from its potential harms. “This voluntary framework will help develop and deploy AI technologies in ways that enable the United States, other nations and organizations to enhance AI trustworthiness while managing risks based on our democratic values,” said Deputy Commerce Secretary Don Graves, “It should accelerate AI innovation and growth while advancing – rather than restricting or damaging – civil rights, civil liberties and equity for all.” Compared with traditional software, AI poses a number of different risks. AI systems are trained on data that can change over time, sometimes significantly and unexpectedly, affecting the systems in ways that can be difficult to understand. These systems are also ‘socio-technical’ in nature, meaning they are influenced by societal dynamics and human behavior. AI risks can emerge from the complex interplay of these technical and societal factors, affecting people’s lives in situations ranging from their experiences with online chatbots to the results of job and loan applications. The framework equips organizations to think about AI and risk differently. It promotes a change in institutional culture, encouraging organizations to approach AI with a new perspective – including how to think about, communicate, measure and monitor AI risks and its potential positive and negative impacts. The new framework should “accelerate AI innovation and growth while advancing – rather than restricting or damaging – civil rights, civil liberties and equity for all,” said Deputy Commerce Secretary, Don Graves. The AI RMF provides a flexible, structured and measurable process that will enable organizations to address AI risks. Following this process for managing AI risks can maximize the benefits of AI technologies while reducing the likelihood of negative impacts to individuals, groups, communities, organizations and society. The framework is part of NIST’s larger effort to cultivate trust in AI technologies – necessary if the technology is to be accepted widely by society, according to Under Secretary for Standards and Technology and NIST Director Laurie E. Locascio. “The AI Risk Management Framework can help companies and other organizations in any sector and any size to jump-start or enhance their AI risk management approaches,” Locascio said, “It offers a new way to integrate responsible practices and actionable guidance to operationalize trustworthy and responsible AI. We expect the AI RMF to help drive development of best practices and standards.” The AI RMF is divided into two parts. The first part discusses how organizations can frame the risks related to AI and outlines the characteristics of trustworthy AI systems. The second part, the core of the framework, describes four specific functions – govern, map, measure and manage – to help organizations address the risks of AI systems in practice. These functions can be applied in context-specific use cases and at any stages of the AI life cycle. Working closely with the private and public sectors, NIST has been developing the AI RMF for 18 months. The document reflects about 400 sets of formal comments NIST received from more than 240 different organizations on draft versions of the framework. NIST today released statements from some of the organizations that have already committed to use or promote the framework. The agency also today released a companion voluntary AI RMF Playbook, which suggests ways to navigate and use the framework. NIST plans to work with the AI community to update the framework periodically and welcomes suggestions for additions and improvements to the playbook at any time. Comments received by the end of February 2023 will be included in an updated version of the playbook to be released in spring 2023. In addition, NIST plans to launch a Trustworthy and Responsible AI Resource Center to help organizations put the AI RMF 1.0 into practice. The agency encourages organizations to develop and share profiles of how they would put it to use in their specific contexts. IR light, on the other hand, is unnoticeable and can be applied in virtually all scenarios; the downside, of course, is it delivers black and white images, and important color details may be lost. Hybrid supplemental light, which combines the benefits of both IR and white light, can then be a viable option. When the light is required to be covert, hybrid supplemental light can be set as IR mode. When color imaging is required, the light can be set as white light mode. Moreover, when the hybrid light is combined with intelligent functions, it can work in an intelligent mode. When human or vehicle targets appear, white light is turned on to provide color information and to deter intruders. When there’s no human or vehicle target, the hybrid light works in IR mode to be unnoticeable. Know the lux rating What does lux ratings mean in CCTV? The lux rating of a security camera refers to the level of illumination by which the camera can produce a good image. For your quick reference, illuminance under direct sunlight measures up to 100,000 lux; whereas, office lighting might be around 500 lux and a moonless, cloudy night 0.0001 lux. Basically, the less light, the lower the lux number. With that, let’s talk about how the lux rating would affect your need to install additional lighting. A low-light camera with 0.001 lux or lower lux rating can provide bright enough imaging capability without built-in supplemental light in a conventional city environment with environmental light. With a lower lux rating value, the low-light camera relies less on the supplemental light with bright enough night imaging. The light is needed for darker environments and the camera is able to provide brighter imaging with the same level of supplemental light. Sensor size or megapixel When it comes to image sensors for the best lowlight security cameras, size matters. Many people would think that higher megapixels directly equate to better image quality, but a lot of different factors come into play. Therefore, with the resolution being equal, the sensor that’s larger in size works better as the larger size sensor can gather more light and generate a brighter image. For example – for 2MP sensors, 1/2.8” sensor is better than 1/3”; for 4MP sensors, 1/1.8” is better than 1/2.8”; and for 8MP sensors, 1/1.2” is better than 1/1.8”. Choosing right form factor When choosing a low-light camera, what form factor should the user get – bullet, dome or PTZ? It depends on the monitoring distance and environments. For 60-meter-and-above long-distance monitoring, PTZ is recommended. For standard distance monitoring that is within 60 meters, dome/ turret forms are recommended for indoors and bullet form is recommended for outdoors. Teledyne FLIR Defense Wins $13M Pentagon Contract for Remote CBRN Detection Using Autonomous Drones

Teledyne FLIR Defense, part of Teledyne Technologies Incorporated, has recently been awarded a $13.3 million contract by the U.S. Department of Defense to further expand the capabilities of its R80D SkyRaider™ unmanned aerial system to autonomously perform chemical, biological, radiological and nuclear (CBRN) reconnaissance missions. Teledyne FLIR Defense will integrate flight control software that enables the SkyRaider Unmanned Aerial System (UAS) to autonomously fly CBRN missions currently performed by soldiers’ hand-carrying detection sensors into hazardous areas. Blending the new technology with SkyRaider’s existing capabilities will allow soldiers to complete these missions without directly controlling the drone – and without exposing themselves to toxic substances. Teledyne FLIR also will design and build prototype chemical and radiological sensor payloads for the R80D SkyRaider, as well as integrate existing detectors in the U.S. Army’s inventory. This effort builds on three years of investment by several joint program offices to develop new and improved UAS capabilities for CBRN missions. “For many good reasons, militaries are shifting their CBRN defense strategy from manned to unmanned platforms,” said Dr. David Cullin, Vice President of Technology and Product Management at Teledyne FLIR Defense, “Employing unmanned air and ground assets to assess risks from weapons of mass destruction is an increasingly sought-after capability. Both the autonomous SkyRaider and the new sensor payloads will be designed to operate with the command and control user interface for the U.S. Army’s Nuclear, Biological and Chemical Reconnaissance Vehicle (NBCRV) Stryker platform, for which Teledyne FLIR Defense is the prime systems integrator For the base contract, Teledyne FLIR will deliver four SkyRaiders and six of each sensor payload, with options to support training, documentation, plus the delivery of additional UAS and payloads. The award was made through the joint program executive office for Chemical, Biological, Radiological, and Nuclear Defense; Joint Product Manager for Reconnaissance and Platform Integration (JPdM RPI); and the Chemical, Biological, Radiological, and Nuclear Sensor Integration on Robotics Platforms Program Office (CSIRP). Initial deliveries are scheduled for fall 2023. The contract period of performance is 33 months, if all options are exercised.
