Sanjeev Kumar Jindal, CSS Additional Secretary (PM & DM) Ministry of Home Affairs, Government of India, emphasized on the collective efforts towards indigenisation and self-reliance, which opens numerous opportunities for the Indian companies to integrate themselves in the local and global defence and homeland security supply chain, while speaking at PHDCCI’s Industry Interactive Conference & Mini Expo with Central Armed Police Forces (CAPFs) organised on 04 March 2024 at PHD House, New Delhi.
Mr. Jindal said Atmanirbhar Bharat should be taken into priority and further stressed the importance for industries to discuss unique requirements, innovate and develop advanced solutions, emphasizing increased investment in Research, Design, and Development. Addressing the multifaceted and dynamic challenges faced by paramilitary forces, he emphasised on the need for modernization beyond hardware acquisition, advocating for a comprehensive approach to enhance capabilities. He informed how the MHA’s approval of a significant modernization plan, coupled with substantial allocations, highlights the government’s commitment to enhancing our capabilities.
“Our primary focus on indigenization should prioritize quality, reliability, and cost factors ensuring robust solutions for the evolving security landscape. The changing requirements of our paramilitary forces demand a holistic and forward-looking approach. By embracing technological advancements, investing in human capital, and fostering international collaborations, we can build a formidable force capable of addressing the multifaceted challenges that lie ahead,” Mr. Jindal concluded.
He appreciated PHDCCI for organising this much awaited Industry Interaction and Expo and desires more such regular interactions with the industry to understand the changing requirements of CAPFs and industry and the industry to come out with tailor made solutions for every problem statement.
Smt. Sonal V. Misra, IPS, IG (Provision) Central Reserve Police Force (CRPF) highlighted the unique nature of the CAPFs, including diverse challenges from border security to countering Left Wing Extremism (LWE), riot control, and various urgent situations requiring immediate and tailored solutions.
She emphasized the importance of ensuring that the industry is well-informed about the specific needs and challenges faced by CAPFs to bridge the gap between requirements and available solutions. Smt. Misra stressed the shared responsibility of both the industry and the CAPFs to overcome limitations and adopt a more practical approach in integrating technologies. She also expressed appreciation for platforms like Government e-Marketplace for providing opportunities to procure the best available solutions from the market.
Smt. Misra further discussed on the necessity of adopting feasible solutions under the Make in India initiative to elevate the industry to desired standards, benefiting both parties.
Rudra Shriram, Chair, Defence & HLS Committee, PHDCCI & Joint President, DCM Shriram Industries Ltd., informed this conference and mini expo serve as a pivotal platform for fostering collaboration and innovation between industry stakeholders and the Central Armed Police Forces. It provides a unique opportunity to showcase cutting-edge technologies, share best practices, and forge partnerships that are essential for enhancing our nation’s security infrastructure. The aim of the conference is to establish a framework for ongoing collaboration between the PHD Chamber of Commerce, relevant industry bodies, and the Central Armed Police Forces (CAPFs). This proactive approach seeks to ensure seamless coordination and alignment between industry stakeholders and the security forces, ultimately enhancing the effectiveness and efficiency of our collective efforts in addressing security challenges, Mr. Shriram added.
Sangita Rao Achary, Scientist ‘G’ Director, DLIC Defence Research and Development Organisation (DRDO), appreciated CAPF for its efforts and the locations where they are working and maintaining nation’s sovereignty. He also discussed how DRDO is closely associated with CAPF with around decade journey.
Speaking about threats to internal security he informed, DRDO’s cutting-edge technologies for CAPFs spanning from Small Arms & Ammunition, Communication Equipment & Jammers, to IED/ CW Detections, Crowd Control, Electro-optic Devices, Mobility Support, LS & CBRN Protection & Safety, and Cyber Security, offer crucial support for enhancing operational capabilities.
Industry collaboration through initiatives like Development cum Production Partners (DcPP), Transfer of Technology (ToT), Technology Development Fund (TDF), DRDO Patents for industries, testing support, evaluation and certification support, export support, and technological and scientific licensing provides a pathway for innovation and progress in safeguarding our nation’s security.
He further emphasized the collective effort needed for product development and emphasized the importance of focusing on drone technology and countermeasures. It’s imperative for us to join hands in these endeavors to advance our capabilities and ensure comprehensive security solutions, he concluded.
Neeraj Gupta, Managing Director, MKU Ltd, commended the Ministry of Home Affairs for their support and emphasized the importance of modernization efforts. He also expressed appreciation for the contributions of DRDO.
Mr. Gupta highlighted the readiness of the industry to collaborate with the Central Armed Forces to enhance their operational effectiveness and readiness in addressing the nation’s security challenges. He further suggested a comprehensive approach including assessment and requirement specification, industry engagement and partnership building, feedback mechanisms, and continuous improvement of equipment and gear.
Mr. Gupta emphasized that the industry can support paramilitary forces through tailored services, training and skill development programs, cybersecurity and information technology, and fostering public-private partnerships (PPP). He reiterated the industry’s commitment to leveraging its resources to provide solutions to the various challenges faced by the armed forces.
