Prof. (Dr.) Rajiv Mathur Assumes Charge as Chief Councillor
The International Council for Industrial Security, Safety & Management (ICISSM) has announced a significant leadership transition, marking the beginning of a new chapter in its journey of promoting excellence in industrial security, safety, and management.
Prof. (Dr.) Rajiv Mathur, Partner at MIGS Global Consulting (A Subsidiary of MitKat Advisory), has assumed the responsibility of Chief Councillor of ICISSM, succeeding the Council’s Founder and outgoing Chief Councillor, Capt. (Prof.) S. B. Tyagi, whose visionary leadership established one of India’s most respected professional forums dedicated to industrial security, safety, and management.
The Council has also announced the appointment of Manan Batra as Vice Chairman (Training & Faculties), further strengthening ICISSM’s commitment to professional development, training excellence, and capacity building.
For over three decades, Capt. (Prof.) S. B. Tyagi has been a guiding force in the security profession and in the creation and growth of ICISSM. Under his stewardship, the Council evolved into a vibrant platform that promotes professional excellence, encourages innovation, facilitates knowledge sharing, and nurtures the next generation of security professionals.
In his farewell message, Capt. Tyagi expressed gratitude to members, faculty, volunteers, mentors, and well-wishers who have contributed to the Council’s remarkable journey. He conveyed complete confidence that the new leadership would continue to build upon the strong foundation established over the years while advancing the Council’s mission with renewed energy and purpose.
Dr. Mathur brings more than three and half decades of distinguished leadership experience across security, risk management, governance, business leadership, academia, and organizational development. A respected author, management educator, consultant, and thought leader, he has played a pivotal role in shaping professional standards and fostering collaboration between industry, academia, and government institutions.

As Chief Councillor, Rajiv will focus on strengthening ICISSM’s role as a premier knowledge platform by expanding professional development initiatives, promoting industry-academia partnerships, encouraging research and innovation, enhancing certification and competency frameworks, and building a stronger global network of security, safety, and management professionals.
Manan Batra brings extensive experience as a private security entrepreneur, operator, educator, and industry advocate. An MBA from the Indian School of Business, he combines strategic insight with practical expertise across residential security, crowd safety, OSINT, surveillance systems, intrusion detection, close protection, and security audits. He is widely recognised for his efforts in advancing professional learning and promoting higher standards across the private security industry.
His appointment reflects ICISSM’s continued emphasis on developing future-ready professionals through high-quality education, practical training, certification, and continuous learning.
The leadership transition reinforces ICISSM’s commitment to its founding vision of promoting excellence, encouraging lifelong learning, facilitating collaboration, and supporting organizations in building safer, more secure, and resilient workplaces.
