CAPSI Demands Formation of Directorate of Private Security Services

Central Association of Private Security Industry (CAPSI) has recently written a letter to the Prime Minister of India and requisitioned for the formation of  Directorate of Private Security Services for better controlling and governance of the industry. The Association, through the letter, submitted that the private security industry is controlled and regulated by the hurriedly enacted Private Security Agencies Regulation Act (PSARA) 2007 which leaves many areas of governance unaddressed. The Act delegates the governance authority of the industry in a state to the Controlling Officer who is normally an IGP or ADGP (L&O) of that particular state. These officials are immensely pre-occupied with local law & order obligations and therefore hardly avail adequate time to address the issues of the private security agencies. Besides, there is no separate or additional staff sanctioned and/ or budgetary allocation made for the cause. Thus the Controlling Authorities consume excessively long time to complete licensing and renewal of license processes. There is hardly any dialogue and positive interaction between the Authorities and the security entrepreneurs, and that is seriously impacting the existence and growth of the industry. CAPSI added that despite various efforts made by the police department and the Association, only nearly 30% agencies could be brought into the license regime so far; 70% of them are yet operating without any legislative controls which results in rampant violations of laws and provisions enshrined therein. The license seekers are virtually put under prolonged, tiring procedures that let their energy and wisdom slide to the negative state; and this is harmful for the industry. Though the private security enterprises, the Association further pointed out, are engaged in community services, they are put under the Home department just because the word  ‘security’ is tagged to them, which is unjust.  The industry works under the purview of about 10 legislations – 9 of them are related to the labour department, and the nature of the business correlates to the MSME. Under such circumstances, a separate Directorate for PSI would be more advisable than assigning police departments with these additional charges. The total strength of PSI is much more than the combined strength of Army, Navy, Airforce and Police. It is just not feasible for an already burdened sensitive department of state law & order to govern this huge industry, in addition. The Private Security Sector has gone through significant changes in its usability and operational management. The socio economic environment has enhanced its annual growth to 22% making this industry as the largest job generator, and the largest contributor to the national exchequer. The industry is presently a workforce of nearly 8 million personnel on duty all over the country who are assisting in creating safe and secure environment for people and corporate to live, work and prosper. Most of these private security agencies are being run by the first generation entrepreneurs who have invested their skills and small savings to bring security assurance at the door steps of citizens – with rarely any institutional or financial assistance from outside. Our demand for the formation of Directorate of Private Security Services is genuine. The industry which is one of the largest employment generators and leading revenue contributors of the country has been narrowly recognized and attended. The over-burdened controlling authorities are not able to adequately deliver on the front of PSI issues. A separate entity to control and regulate the affairs of private security agencies is must and inevitable. Establishment of a distinct Directorate of Private Security Services under MHA or MSME will prove a game changer for the industry. It will bring efficiency and effective implementation of PSARA.  A workforce of 8 million security personnel, and 22 thousand guarding companies surely need well-structured governance system under the concept of ‘Ease of Doing Business,’ as promoted by the Hon’ble Prime Minister, Narendra Modi.” Kunwar Vikram Singh Chairman, CAPSI CAPSI, on behalf of the private security agencies, demands that the governance responsibility and methodology laid down in the present PSARA 2007 need to be reviewed so that the industry could grow and deliver efficiently. It is prudent that they are reviewed by a committee of security consultants and social management experts. There is a dire need to make course correction to ensure that the PSI is given due recognition, priority and governmental patronage. CAPSI suggests that a Directorate of Private Security Services is established under the Ministry of Home Affairs or MSME so that due attention is accorded to this essential service by professionals and bureaucrats.

Border Security Training Supports Female ASEAN Officers

In response to the growing security threats posed by transnational crimes such as human trafficking and migrant smuggling in Southeast Asia, INTERPOL conducted a training course to enhance border security in the region. The 10-day (23 July to 1 August) integrated border management course brought together 20 female police and immigration officers from nine Association of Southeast Asian Nations (ASEAN) countries to review best border management practices including counterfeit document analysis, identifying human trafficking victims and the use of INTERPOL’s policing capabilities. With more and more people travelling across international borders every day, police and immigration officers face the growing challenge of identifying criminals attempting to conceal themselves among legitimate crossborder travellers. In this respect, a key focus of the training course was identifying altered or counterfeit travel and identity documents. Participants reviewed document security features, printing methods, watermarks, paper quality and the latest verification techniques to learn how to quickly and accurately verify documents Border Security Training Supports Female ASEAN Officers and spot potential fakes. Allan C. Guisihan, Executive Director of the Philippines Center on Transnational Crime, and Head of the INTERPOL National Central Bureau in Manila, said the skills learned during this handson training course will boost the ability of the ASEAN countries to secure their borders against all manner of threats. “These specialized training courses which strengthen capacity and enhance cooperation among law enforcement agencies are vital in achieving our shared goals in combating transnational crime,” said Mr Guisihan. The training course was the final capacity building event of the EU-ASEAN Migration and Border Management Programme II. Funded by the European Union and implemented by INTERPOL, the three-year programme sought to improve border security in the region by strengthening law enforcement networks at transit hubs across all 10 ASEAN member countries. “This programme deals with perhaps the most challenging phenomenon of our time – the growing movement of people across borders in an ever-more global and connected world,” said Enrico Strampelli, Head of Cooperation of the European Union Delegation to the Philippines, “Such movement offers opportunities for trade and development, but can also increase security risks such as human trafficking, migrant smuggling and other forms of transnational organized crime.” Underscoring the importance of developing the skills of women in law enforcement, this was the first INTERPOL border management training course which was offered exclusively for female participants, who also learned effective presentation skills. Jorge Fainstein Day Gastrell, INTERPOL Assistant Director of Capacity Building Projects and Networks said, “The transnational nature of human trafficking, people smuggling and other global threats requires ‘close cooperation and information sharing between all countries in the region.’ This will develop a strong regional border security system to support the global security architecture in which INTEPROL plays a decisive role.” The 10 ASEAN member countries are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam.

Hanwha Secures Strandudden Gated Community

Located in the middle of the deep forests of Småland in the south of Sweden, the Strandudden Gated Community has been designed to provide a safe environment for homeowners who wish to enjoy a high quality of life. The first phase of the development has seen the construction of 18 apartments which have stunning lake views. The materials and features of each apartment have been carefully selected to ensure sustainable energy consumption. Wisenet cameras When the development is completed, over 100 Wisenet cameras manufactured by Hanwha Techwin, will enable security personnel to closely monitor the movements of people and vehicles as they enter and move around the public areas of the gated community. 6 Wisenet cameras were initially installed during the construction of the apartments. These have been used to ensure strict compliance with the site’s health & safety regulations, and to keep a close eye on valuable plant and machinery. “We evaluated products from a number of different manufacturers, but the superb quality of the images captured by the Wisenet cameras made it a very easy decision for us to rec ommend that they should be deployed throughout the Community,” said a representative of Elajo, one of Sweden’s leading electrical, mechanical, engineering and energy installation companies who were awarded the contract to manage the project, “Equally important, the massive processing power of the chipsets of the open platform cameras means that our client is able to run specialist applications such as licence plate recognition (ANPR), in order to control vehicle access to the Community.” Camera selection The Hanwha Techwin Europe presales and technical teams have worked closely with Elajo to ensure the best camera types have been specified for each of the carefully chosen camera locations. 6 different Wisenet models have been selected to ensure high quality images can be captured day or night and that there are no blind spots. Among these is the Wisenet IP network PNP9200RH 4K PTZ dome which has builtin IR illumination. The PNP-9200RH, which is IP66 and IK10 rated for vandal-resistance and outdoor use in the harshest environments, utilises progressive scan technology to provide sharp edges on moving subjects and vehicles. The PNP-9200RHs which have been installed at the entrance to the community are equipped with the Wisenet group ANPR solution which provides the opportunity to automatically control the movement of white listed cars through barriers via camera relay outputs. Developed by Hanwha Techwin in partnership with analytics experts, FF Group, the solution uses camera-tocamera IP communication technology to enable up to 4 Wisenet group ANPR cameras to work together, with data from each simultaneously transmitted to a single web based display. Wisenet WAVE I mages from all 100 cameras will be displayed in the community’s control room via Wisenet WAVE video management software (VMS). An intuitive ‘drag & drop’ tool makes it extremely easy for operators to set up a display of live and recorded images on a single screen or video wall, with customisable layouts and sizes. Other key features include a virtual PTZ, which with just simple clicks of a mouse, enables operators to zoom in to see close up detail of any suspicious activity, whilst motion detection and video analytics support can be configured to generate alerts when user defined incidents occur. Monitoring on the move I n addition to the images being displayed in the community’s control room, should an incident occur that needs a rapid response, security personnel on patrol will be able to remotely view any activity via a smartphone or tablet with the help of the secure Wisenet Mobile App.

Bosch Secure Truck Parking Creates Space for Trucks

The solution is intended to increase the efficiency of port logistics by connecting the Bosch platform to the slot booking procedure of the Hamburg container terminal. In future, instead of clogging up the streets, trucks that are waiting for customs clearance at the terminals can park at Cruise Gate. In this way, the parking facilities available in the port will be increased in an intelligent way. The parking area is access-restricted and video-monitored, and provides drivers with an impressive panorama of the Port of Hamburg. Sanitary facilities are also available. Intelligent use of existing parking spaces Bosch Secure Truck Parking at the ‘Cruise Center Steinwerder’ cruise terminal relieves traffic on Hafenstraße and preserves resources. Jan-Philipp Weers, Head of Bosch Secure Truck Parking, commented, “Together with Cruise Gate Hamburg and Logistik-Initiative Hamburg, we are creating the conditions for economical and environmentally-friendly parking management to work. The existing parking space is used efficiently. The parking space search is no longer necessary due to the Internet reservation. This reduces emissions, prevents random parking and makes truckers’ lives less stressful. We are very proud to be making an important contribu tion to road safety here in Hamburg.” Sacha Rougier, Managing Director of Cruise Gate Hamburg, describes the new service, “Cruise Gate Hamburg is continuously searching for solutions to optimally utilize the parking spaces, also on days when no cruise ships are docked. We are delighted that we have found a partner in Bosch Secure Truck Parking with which we can improve the difficult parking situation for truckers in the port area and surrounding truck stops. The fact that you can reliably make a booking and the high standards of security are a big plus for truck drivers.” Hans Stapelfeldt, ITS Network Manager at Logistik-Initiative Hamburg, also believes that the future collaboration will be of great benefit. He said, “I am delighted that no green areas have to be sealed over to create new parking facilities; existing areas, which otherwise remain unused on days when there are no cruise ship dockings, are being used in an intelligent way.” Smarter parking: faster, easier and secure Around 14,000 more parking spaces are needed for trucks in Germany. The shortage often has farreaching consequences: accidents, increased fuel consumption and cargo theft. To make truck parking faster, easier and secure, Bosch provides a service that allows truckers to reserve parking spaces at truck stops and company premises throughout Europe.
