India Beating Traffic Jams with Intelligent Video Technology

Across the world, many urban road networks are already saturated. This causes long delays for drivers, increasing frustration and reducing productivity. It also creates major public health risks due to poor air quality. Together, the effects of excessive traffic negatively impact city dwellers’ quality of life and the sustainability of cities. According to one study from INRIX, a leading provider of transport insights, Los Angeles commuters spent over 100 hours a year in traffic jams in 2017 – more than any other city in the world. Additionally, London traffic jams cost drivers the equivalent of £2,430 (USD$3,135) each, equal to more than £9.5 billion (USD$12.3 billion) across the city as a whole. A major headache for city authorities Needless to say, traffic has become a headache for city administrators, particularly in cities where rapid urbanization and economic growth have led to increased ownership of vehicles. To find long-term solutions, city authorities are looking into the root causes of traffic congestion. In Hong Kong, the city’s Transport Advisory Committee published a report identifying the top-three causes of excessive traffic. These are ‘too many vehicles on roads,’’illegal parking,’ and ‘too much road works.’ All these factors contribute heavily to traffic jams in cities worldwide. How technology can help I n many cities, building new roads is not an option because of either availability of space, disruption to economic activities, or budgetary constraints. Under these circumstances, city authorities are beginning to look to smart technologies to make people’s journeys faster and safer. In the portfolio of available traffic easing technologies, latest-generation video technology is the star. In particular, innovations in artificial intelligence (AI) and deep learning have transformed standard video monitoring with features that alert operators about traffic issues in real time. This allows them to take immediate action to keep lanes clear and to keep traffic flowing. Next generation video solutions are already helping city authorities to reduce congestion and deliver major time savings for drivers. Three examples are: Traffic guidance This kind of solution uses smart cameras installed at intersections to monitor and report on real-time traffic flow. It works by constantly observing the flow of traffic lanes, and by counting vehicles within defined areas of the road. Data is then sent to traffic management control centres where operators can see the build-up of traffic across the city. Critically, the citywide view of traffic allows operators to take action in real time to reduce the root causes of congestion such as misuse of bus lanes or illegal parking. In the event of a traffic incident, traffic guidance solutions are also great news for drivers. Congestion information is displayed for them at each intersection, helping them predict their arrival time and – if delays are serious or persistent – to choose alternative routes or travel options. While video is a critical element of the solution, full integration with thirdparty systems and algorithms is also needed. In this way, traffic data can be visualised on city maps and transmitted effectively to the control centre, drivers, emergency services, and others. Traffic signal control Traffic signal control solutions allow traffic lights to be coordinated to keep traffic flowing as freely as possible. They consume traffic data from traffic guidance systems to understand where traffic is building up at an intersection. To do this, intelligent traffic cameras count vehicles that cross an intersection as well as detect the length of vehicle queues at an intersection. They simultaneously share the real-time data with the traffic signal system. Based on this data, traffic lights can be coordinated automatically to even out the traffic flow, giving traffic more or less priority, as needed, by extending or reducing the time available to cross the intersection. This helps to speed up journeys, reduces drivers’ frustration and eliminates the need for manual intervention by traffic police when traffic builds up in one direction. Traffic enforcement I n many cases, traffic congestion is caused by illegal or irresponsible road use such as illegal parking and use of bus lanes. With traffic enforcement video solutions such as wrong-way driving detection, illegal U-turns and illegal parking detection, these kinds of incidents can be identified in real time, allowing operators in traffic control centres to alert the authorities in immediately. This makes it faster to react to incidences of illegal or irresponsible driving and remove obstacles on urban roads, while also holding drivers accountable. As well as helping to reduce traffic congestion, traffic enforcement video solutions can also help to improve public safety. They can be used, for example, to detect drivers who run red lights or otherwise drive dangerously, and to take action against them. A better future for congested cities With urban traffic management now topping the agenda for most city authorities, intelligent video technology is a beacon of hope. Accidental Deaths Hit Highest Number in Recorded U.S. History

The National Safety Council is grieving over the new CDC data showing the number of deaths from unintentional, preventable injuries – commonly known as ‘accidents’ – rose 5.3% between 2016 and 2017. Preventable deaths have now reached their highest number in recorded U.S. history – 169,936. Of the three leading causes, preventable injuries was the only category to experience an increase, largely driven by the opioid crisis. An American is killed accidentally every three minutes, by a drug overdose, a motor vehicle crash, a fall, a drowning, a choking incident or another preventable occurrence. NSC analysis of the unintentional, preventable injury data shows: For years, the United States has accepted unintentional injuries as an unavoidable reality. These data show us that our collective complacency costs us 466 lives every day. The truth is, there is no such thing as an accident. We know what to do to save lives, but as a nation, we have not consistently prioritized safety at work, at home and on the road.

NIST Evaluation Shows Advance in Face Recognition Software’s Capabilities

Between 2014 and 2018, facial recognition software got 20 times better at searching a database to find a matching photograph, according to the National Institute of Standards and Technology’s (NIST) evaluation of 127 software algorithms from 39 different developers – the bulk of the industry. The findings, together with other data in a NIST recenty published report point to a rapidly advancing marketplace for face-based biometric matching algorithms. The new publication, NIST Interagency Report (NISTIR) 8238, Ongoing Facial Recognition Vendor Test (FRVT), updates the agency’s previous evaluations of facial recognition software, 2010’s NISTIR 7709 and 2014’s NISTIR 8009. Comparing the reports indicates that the field of developers has grown and that, broadly speaking, facial recognition software is improving at an increasing rate. The test – performed in the 2010, 2014 and 2018 evaluations – judged how well an algorithm could match a person’s photo with a different one of the same person stored in a large database. This type of ‘one to many’ search is often employed to check for a person who might be applying for a visa or driver’s license under a name different than their own. The team found that just 0.2 percent of searches failed this year, compared with a 4 percent failure rate in 2014 and 5 percent in 2010. Failure means that when an image of a person’s face is submitted to the recognition software, it fails to return the matching face image that resides in the database. All of the top-performing algorithms from the latest round make use of machine-learning software architectures called convolutional neural networks. According to NIST’s Patrick Grother, one of the report’s authors, the rapid advance of machine-learning tools has effectively revolutionized the industry. “The implication that error rates have fallen this far is that end users will need to update their technology,” said Grother, a NIST computer scientist, “The test shows a wholesale uptake by the industry of convolutional neural networks, which didn’t exist five years ago. About 25 developers have algorithms that outperform the most accurate one we reported in 2014.” But prospective users should beware that the new algorithms do not all perform the same, and the best algorithms are far ahead of the pack. “There remains a very wide spread of capability across the industry,” Grother said, “This implies you need to properly consider accuracy when you’re selecting new-generation software.” The NIST evaluation team used a database of 26.6 million photos to test software submitted by companies and one university team. The participants did not have access to the database, which NIST kept sequestered from the developers. The NIST report includes results for the effects of aging on faces, scalability to large databases, the identification of twins, and the use of poor quality images. NIST’s report identifies the submissions by name and presents them in ranked tables. The main ranked list reflects how often an algorithm put the correct result of the ‘one to many’ search at the top of the list of possible identities, a metric called the rank one recognition rate. However, the report also considers variations such as how the algorithms performed when misidentifications, called false positives, must be minimized. Other algorithms sometimes outperformed the best performing algorithm when these variant factors took priority.
