Crime Prevention & the Role of Private Security

Anil Puri, CMD, APS Group A thought leader and an action catalyzer rolled into one – Anil Puri is a rare combination of a visionary, and one who has mastered the art of strategic and tactical thinking to the core. He has been using this combination to seed new ideas and to lead them to their implementation on ground. This has been a consistent feature of his career. Here he examines the concept of crime prevention and the expanding role of private security companies. The trends abroad The new landscape of blended roles – law enforcement agencies teaming up with the private security companies i.e., enabling public-private partnerships to serve the public – may be new to the Indian subcontinent but it has been experimented successfully by quite a few nations like United Kingdom, the Netherlands, Australia, Nigeria and South Africa. Despite the fact that police and private security operate on quite different principles of private and public interests, there does seem to be, or rather there is an obvious scope for their enhanced relationships that provide wide benefits to diverse stakeholders, provided a well-defined set of guiding principles are in place for ensuring accountability and optimal outcomes in crime prevention partnerships. These partnerships may cover a range of specialties including cyber security, financial criminal investigation and private protection. Law enforcement agencies leverage the expertise and resources of private security firms to better investigate and solve complex cases. Private firms aren’t restricted by a public budget and can invest in the latest technologies. Additionally, law enforcement officers often moonlight with security companies and/ or transition into the careers in private security as they have a better understanding of the system and to facilitate working of law enforcement agencies to better serve the people. Bipolarity of the roles The extent to which the private security industry has a role in proactive policing is an issue. At present the private security industry performs reactive functions in relation to crime; these may include armed response, transporting cash and conducting investigations. Proactive policing is more concerned with conducting crime analyses, working together with the community to understand crime concerns, and strategizing to address safety and security related issues and targeting of criminal and disorderly behavior. In addition to guarding, security companies also provide armed response or alarm response, by monitoring alarms and dispatching security personnel (Quick Reaction Team – QRT) when the alarm is triggered. Although the guarding industry employs the bulk of security personnel, more clients are serviced through the armed response component of the security industry. Private security companies also provide armed escort services whereby they offer escorts to transport cash, assets and confidential documents. Some security companies also provide services during sporting or entertainment events, conduct investigations and security training, and become involved in various aspects relating to the provision and installation of monitoring equipment and security devices. One of the aims is for the police, together with the private security industry, to create an environment in which the security expectations of the public where huge resources are expended are actually met. Indian context The ‘law enforcement and private security’ share a number of common goals including crime prevention, the protection of people and property, and identification of criminals. The growing use of these partnerships reflects some recognized advantages. The deployment of security guards for traffic control, safeguarding metros and rails, escorting buses, and securing hospitals, government buildings, factories, shopping malls, and schools etc., aims mainly to offset the skewed police-public ratio. The PSIs are performing a significant and dominating role in the cash-in-transit business. However, the utilization of the skill-set and resources of the private investigative agencies that are the members of the Association of Private Detective & Investigators (APDI) are not being fully harnessed. Further, the reach of PSIs to be used as an information/ intelligence gathering resource can be a game-changer, if exploited properly. Conclusion Conclusively, I feel that the partnership between the police and the private security industry once integrated can pay huge dividends in leveraging the potential and expertise of both in the larger canvas of internal security and crime prevention. The need of the hour is to ensure restructuring, co-ordination, and operational and partnership mechanisms for an effective collaboration, in compliance with the public safety policing concepts of the ‘operation co-operation’ in regards to civility, transparency and cordial relativity between security stakeholders and not just the template theory.

South Asia Risk Review 2020

2019 for South Asia has been one of the most eventful years in the past decade. 2019 witnessed the first trans-line of control air attacks between India and Pakistan after almost five decades, and one of the worst terrorist attacks in about a decade in Sri Lanka on Easter Sunday. Jamaat-ul Mujahideen Bangladesh is hailed by experts as one of the most advanced, criminal minded and crafty terrorist organization in the sub-continent. The Taliban revived itself as a major player in Afghanistan for the first time since their removal from power in 2001. On the political front, India saw major political and constitutional reforms, while Sri Lanka and Maldives have seen new governments. Pakistan continues to grapple with uniformed democracy in new ways. Nepal’s growing closeness with China, seen alongside China’s increasing role in Sri Lanka and Pakistan too has India worried. Growth in manufacturing economies is slowing down, economic inequalities are on the rise, and climate change is taking place at a faster pace than before. Simultaneously we also see an increase in radicalized movements, particularly against immigrants and minorities. There is also a growing disbelief in the capitalist system, and a backlash against the pace of technological developments and dwindling number of elites that control an even larger share of the global market. These trends get mirrored in South Asia. These geo-political and geo-economic trends put governments in South Asia in a bind, with increasing pressure to find new ways to deal with the new risks as they are emerging, or risk losing business with the companies holding back investments and changing supply chains to avoid certain countries. We therefore see five persistent risks for 2020 in South Asia: Civil disturbance/ activism Protests, riots, and violent activism across the countries are expected to pose one of the most important risks to business continuity in South Asia. As civil dissonance grows, and avenues for protest under the democratic system increase, civil disturbances can be expected to remain one of the most persistent risks for 2020. Terrorism and extremism Each country of the region faces persistent threats from increasing radicalized groups and individuals, many of whom join various terrorist and extremist groups spread across South Asia. Disruptions to business operations from terrorist threats would continue to remain high in 2020. Technology Technological risks would encompass the constant new innovations that outpace each other, rendering slow adoption of any technology into business – a more futile and expensive exercise. The integration of new and emerging technologies such as artificial intelligence, machine learning and big data development and management, if not managed properly would expose businesses to various compliance and financial risks. Economic flux Geo-economics, and in particular the effect of shifting political strategy towards short-term economic goals would see multiple countries in South Asia facing an economic flux. As they say, the police are corrupt and misbehaving. 89% believe that it is the police who are supposed to reach the troubled persons, that too, immediately after the offense is reported – instead of the aggrieved going to the police. They also don’t approve the police beating or ill-treating the alleged persons who are in their custody for any criminal offence, unless convicted. 100% of them believe that the police officers who misbehave with the visitors/ complainants/ public should be suspended or removed immediately from services. MISSION To help people for getting their grievances, complaints registered, heard and properly redressed with the coordination of higher police/ government authorities. To promote awareness about the legal rights and responsibilities of the citizens of the country. To connect public with police personnels for healthy relationship. To connect people for help, and cooperate with each other. To honour police personnels, law enforcement agencies and members of the public for their outstanding service to the society. Further, 100% of the surveyed people believe that the police should be well equipped, well-educated and versed about human rights, and well trained with the latest technologies and weapons. 98% were of the opinion that the awareness programmes about human rights, and legal and public safety awareness should be spread. People should also co-operate with the police as they believe that the security guards are not yet properly synchronized and supportive to each other. Every police station should have a facilitation centre to provide drinking water, tea, cold drinks, snacks, and photocopy machine and computers on no profit or no loss basis. Moreover, 98% people believed that in case of death or any causality during the duty hours their family should be provided due cognizance and taken care by the government. Salaries and other facilities should also be enhanced so as to remove/ minimize the scope of corruption. Strangely, 82% of the surveyed reported to not have any experience with the police so far. Under the given pretext, a non-government organization called ‘Public Police’ was registered as a Trust in the beginning of 2019 in New Delhi under the Chairmanship of Justice K. G. Balakrishnan, Former Chief Justice of India and Ex-Chairman National Human Right Commission. The deed of trust was made and executed by the Chief Executive Officer of Public Police, Rakesh Kumar Maheshwari, Senior Chartered Accountant with the other dignified trustees of the NGO. The other members are former High Court judges, former senior lAS officers, former senior IPS officers and some distinguished members of the civil society. The Public Police aims to become a trustworthy and reliable intercommunication link of the society to the law enforcing agencies. 90% of the surveyed once also supported for a common platform for addressing their complaints, and 95% agreed that public police partnership would be a very useful platform for bridging the gap and solving the people’s problems. In fact they were very keen to become a part of the public police and active member. While speaking about the NGO Public and Police – Justice Balakrishnan recollected the unfortunate situations he experienced all through his entire career and opened his heart by saying, “The citizens want to live peacefully in safe and protected environment which needs the co-operation with each other. But, generally they feel alone and not satisfied with the actions taken by the police. The public should feel safe and protected while going to the police, but nowadays there are instances that public are afraid to go to the police. “The police are for public protection and prevent them from crime. They are also responsible for maintaining law and order of the country. The true measure of the effectiveness of any police force is not the number of arrests or police actions but the absence of criminal conduct and violation of law in the society. “On the other hand, this is not possible for any government or police to be with each and every citizen, to safeguard them so when crime is increasing against the senior citizens, females, children and others, the people of the country should stand against the criminal activities. “Now the time has come to be united and fight against crime. Our organization helps the people connect with each other by registering themselves as the member of the organization. Public Police is a charitable trust incorporated (NGO) where people can register their problems, and the organization will take up the problems with the higher police authorities and concerned government authorities to resolve at the earliest.” The organization will do conferences, camps, events and other mode of information for updating the people and also try to increase the healthy relationship between public and police. The people also understand that police personnels are members of the same society who face so many difficult situations and circumstances due to the involvement of powerful persons. Further, they have to act according to the legal system. So many times the actions of the police are not according to the wish of the aggrieved persons. The people should also pay respect to the police and cooperate in performing the responsibilities assigned to the police. Apropos growth, it has been modest in the past few years. SLI: Infinova is the integrators’ manufacturer, kindly elucidate with some examples. Milind Borkar: Yes, Infinova is integrators’ manufacturer – meaning thereby, we help various system integrators (SIs) in integrating with our video management software (VMS) as well as various third-party devices at no cost. We also help the end user and SI to negotiate with various other hardware manufacturers to work with them, and get them a better price; as we have been dealing with those in other regions. All the commercials are done by the SIs and end users themselves – we are just a facilitator, giving consultancy at zero cost. SLI: What keeps Infinova ahead of the pack – kindly elaborate. Most of the components have to be imported, and sadly we do not yet have a great finishing quality on things such as housings, IR, brackets etc. Also as far as I am aware, we do not manufacture chip sets and the likes which are used extensively in the surveillance industry e.g., the kinds of Ambarella, TI etc. SLI: Kindly give a brief about your manufacturing unit at Pune. Do you have any plan to expand? Milind Borkar: It started a few years ago and doing wonderful. And yes, we are in the process of manufacturing expansion in India as we are investing heavily in that sector. SLI: How has the year 2019 been for Infinova – both in India and globally? What have been the challenges and learnings? Milind Borkar: We have seen a steady growth with the various other brands that are under the Infinova umbrella. We have to learn and be aggressive in developing more products that the industry needs for the future as mentioned above. SLI: What are your plans for 2020 to excel – especially in India? Milind Borkar: This year and the next we hope to sign a few more major contracts for projects. We are a project driven company and are not into box and volume sales. SLI: What, as you see, is today’s trend of security and surveillance industry in India, and where is it heading? Milind Borkar: There are many buzz words in the industry, and not many people understand what they are saying and what their requirementis. Once they come to know the cost of storage and network, they would like to reconsider the pixel chosen in the camera. A lot of education is required to the end user. Some companies will give you a data sheet that makes no sense and at the time of the proof of concept (PoC) they are able to show those features. There is a lot of hype around us in the market.
