COUNTERFEITERS – THE NEW AGE DISASTERPRENEURS

Even the most developed countries and best of economies have been brought to a grinding halt. Human life as we have known it since the end of World War II has been held hostage. The Corona virus has successfully managed to infuse a sense of doubts and insecurity into the minds and thoughts of 7 billion human beings across the globe. Unfortunately, as of now the best that our science and knowledge has in response to COVID 19 is a lockdown, to send everyone home and ensure the streets are deserted. The economic fallout of this pandemic and the resultant lockdown is yet to fully reveal itself. The focus at this stage is to ensure that it does not pass from human contacts. It is evident that there is not a single industry that has not been jolted by the events of the past 12 weeks. Supply chains have been brought to a grinding halt, and the best of business continuity plans have been made to appear useless. In an unprecedented turn of events, this is probably the first time in human history that both demand and supply across the world have been sabotaged like this, or that is what we would like to believe. Every disaster, natural calamity or conflict witnesses emergence of a special type of entrepreneurs who specialize in business of disaster – ‘disasterpreneurs.’ These individuals identify the business opportunity that any disaster offers and then single mindedly go after profiteering from it, ignoring the law of the land, ethics and basic humanity. This business of disaster can be rather profitable. We in India are witnessing these ‘disasterpreneurs’ in the form of counterfeiters who have stepped in and filled the last mile supply chain vacuum by providing substandard, mostly locally assembled/ produced spurious products. As per some industry estimates under normal, read non-pandemic, circumstances counterfeiting causes a loss of over Rs. 1 lakh crores annually to the Indian economy. It is believed that over 10,000 enforcement actions are annually undertaken by various law enforcement agencies across the country. Close to 100 enforcement actions have taken place across India since the lockdown started. Every single successful brand is suffering from this menace including pharmaceuticals, FMCG, automotive, liquor, cement, electronics etc. It is imperative at this stage to acknowledge and understand the potential health, safety and security risk posed by the greed of these ‘disasterpreneurs.’ Fully aware of the priority of the law enforcement at this point in time, these counterfeiters are working on full capacity to maximise profits across the country. As we plan our next 12 weeks it is important for the law enforcement authorities to ensure they focus on curtailing the counterfeiting activities by proactively engaging with the brand protection and security functions of leading brands. The nation cannot afford a public health scare and loss to the exchequer emerging from mass distribution of counterfeit products across the country. Relentless pursuit of these perpetrators followed by enforcement actions is a need of the hour and that must be incorporated into our country’s priority policy objectives.

Coronavirus, Spread of COVID 19, Lockdown and the Private Security Industry

Corona virus has brought the life and business to standstill all across the globe by spreading COVID 19 – a deadly viral pneumonic disease. The pandemic has taken more than a lakh of lives so far and there is no sign of hope of its subsiding soon. Total administrative lockdown has been ordered across the country which has been suggested as the only way out by medical practitioners after studying the nature of the disease. The disease is spread by personal contacts and social distancing is the one of the major ways out to break the chain of outbreak. In the current challenging time, when the entire people and economies are struggling hard to survive their lives and businesses and manage the situation, India as of now is determined to fight back Covid 19, and is doing good so far. While all the front liners – healthcare workers, hygiene & sanitation staff, bankers, food & grocery merchants are doing at their best, private security industry especially security guards are playing a vital role towards the cause. They have been appreciated by all including the government. It is not only the guarding sector but the security equipment one is also playing brilliant role in surveiling, monitoring, and controlling the situation. The Government of India has introduced an App called Arogya Setu which is to help in tracking the presence of Corona infected people. However, this is also a fact that during this lockdown period, businesses including security agencies are shutting and/ or they are running at a depleted state. There is a lot of cost cutting happening in all commercial establishments – from Industries to corporates, from Malls to Restaurants, from IT/ ITeS MNCs to MSMEs, and so on. There are instances of layoff of security guards and non-payment to them during lockdown. Obviously security is the first one to bear the brunt of any austerity practice across all businesses. SecurityLink India intends to understand the state of private security industry during the COVID 19 phase and threw a few questions to the industry. Here are the excerpts of some replies: Milind Borkar Speaks Milind Borkar Vice President (India & SAARC, Middle East and Africa) SecurityLink India (SLI): What is your take on recent Coronavirus spread and the business of security – particularly in India? Milind Borkar: The recent pandemic of COVID 19 has certainly impacted the business as a whole adversely but technology based businesses which can be monitored and controlled remotely are coming as a rescue in the time. Patients and contacts are being traced through mobile GPS. Apps are greatly helpful in tracking patients. The Government of India has created an App called Aarogya Setu which tells how an individual can check whether he is close to any person who is afflicted or is at a potential risk. Health security has currently become a big issue – whether contemporary technologies can track and/ or contain a biological attack or anticipate and/ or prevent one. SLI: Kindly state the role of Indian private security industry towards Pandemic COVID 19 in terms of contribution, limitations, success and failures. Milind Borkar: If there is anyone thing that the COVID 19 outbreak has shown to all of us it’s the true worth of people and organizations that keep our society safe and well as we go about our daily lives. Medical professionals are rightly at the pinnacle of public attention at the moment, but the global pandemic has also highlighted the vital roles that so many people play in our world – from cleaners to delivery/ logistics teams, supermarket staff and the emergency services including security services – all of whom are doing their critical jobs, whilst also battling the potential of being infected and being ill themselves. This is the overseas example while in India people go about creating panic, as well as try to spread intentionally the virus as God is supposed to be on their side. In Kuwait specifically any expatriate who violates the law is simply put in lock and is deported – no questions asked. A Government clarification states: Roles essential to supporting law and order, with the potential to reduce demand on policing, also meet the critical worker definition. This would include, amongst other areas, the guarding of empty or closed commercial, retail or office premises; the monitoring of similar through CCTV or other remote means; and the provisioning of alarm response centres including mobile units. Sadly, there are always criminal elements who see nefarious opportunities to take advantage of – as we have observed through various news platforms of print as well as electronic media. These people should be arrested immediately, and a FIR be lodged irrespective of who so ever they may be. Medical security: With a huge focus on the medical efforts of both the government and the private sector during this outbreak, it is easy to overlook the heightened security needs there too. Security in quarantine areas need to be strictly enforced, medical teams and supplies need to be protected. With the amount of panic buying going on recently, medical supplies (such as painkillers) are in demand, whilst many restricted medical drugs will always attract criminals (and addicts) if they are not properly secured. There are several cases where pharma stores have been vandalized. SLI: The Corona regime appears to manifest the significance of human factors in the business of security, how do you advise? The challenge Known as the ‘city of lakes,’ Bhopal is a historic city with a population of over 2.5 million. With an expanded planning area of 463 square kilometres, Bhopal is among the 16 largest cities in India. In view of its growing population, the city leaders wanted to upgrade the security of its residents, migrants and visitors, by ensuring diligent monitoring across the city. Also, Bhopal faced chaotic traffic flows and repeated violations, causing traffic jams, accidents and fatalities. In the special product category, walk-through metal detector, smart pole, interactive screen and transparent LED screen were displayed at the Prama Hikvision Smart Technology Show. ‘Make in India’ manufacturing facility visit The Smart Technology Show concluded with a tour of Prama Hikvision’s state-of-the-art ‘Make in India’ manufacturing facility in Vasai, near Mumbai. The facility is India’s first and largest integrated world-class security and surveillance products manufacturing facility – a milestone achieved by Prama Hikvisiion in the electronic security manufacturing sector. The facility was inaugurated in 2019 by Dr. V.K. Saraswat – Member, Niti Aayog, Former Director General of the Defence Research and Development Organisation (DRDO), and Former Chief Scientific Advisor to the Indian Minister of Defence, and Dr Neeraj Sinha – Advisor, Science & Technology, Niti Aayog. The mammoth manufacturing facility, built at an investment commitment of INR500 crore, has a production capacity of 1.5 million cameras per month, and has been manufacturing a record number of products since its launch. The company is focused on building this facility and has plans underway to cater to the fast growing domestic demand in a phased manner. ‘Make in India’ manufacturing facility factsheet Employing over 2000+ skilled and semi-skilled employees, the brown-field facility is spread over 900,000 sq.ft., and comprises end-to-end production capabilities, which also supports an initial localization target of 50% with gradually transitioning to 100% localization. The facility is certified with ISO 9001:2015 (Quality Management System), ISO 14001:2015 (Environmental Safety Systems), and ISO 45001:2018 (Occupational Health & Safety Management System). The Prama Hikvision’s state-of-the-art manufacturing facility has the capability to manufacture over 850 product models out of total 3000 products. Mr. Dhakan, said, “This integrated state-of-the-art manufacturing facility is an expression of our full commitment to the Government of India’s flagship ‘Make in India’ program. We remain committed as a long-term partner of the country and continue to pursue our vision of ‘Make in India for a Safer India’ with manifold commitments. We have so far invested INR500 Cr. in this new plant with further investment commitments in the pipeline to ramp up productions, local R&D, skilling and giving back to the communities. This new unit has an installed capacity to make 1.5 million cameras per month. It has multiple lines that does surface mount technology level manufacturing and enables us to make electronic chips and cameras locally instead of importing them.
